ok so i know its maritime flag symbols.
two flags most likely symbolize signs of distress or maneuvers.
the flags literally translate to

but i cant translate them further...

i hope if i didnt get it this at least helps someone else =)

I figured out the first half of the puzzle (decoding the flags), but I can't figure out the rest. Please help!

I gathered...flags! They look like those flags from Nancy's laptop game in CAR. But I don't know of any message they might spell out.

Okay everyone, since we all have a little bit of the puzzle, let's put our heads together and figure this out!!!! Step 1. HiloPickalo figured out the meaning of the flags for us, does anyone else have a different meaning? or the same one? 2. Littl Jackalope told us to re-arrange the pairs. Has anyone done this??? I have a feeling that it's a question we're supposed to answer.

So far it seems like we've all figured out what the flags themselves stand for, but then we're stumped. I tried turning the columns horizontally and solving it like a railroad cipher from White Wolf, but that didn't come to anything useful. Any ideas? C'mon slueths, we can do this!
